China's economy grows 9.1% in third quarter China’s gross domestic product expanded 9.1 per cent in the third quarter from a year earlier, the slowest pace in more than two years for the world’s second largest economy, which expanded 9.5 per cent in the second quarter.
But the slowdown in growth, announced on Tuesday by China’s National Bureau of Statistics, is likely to add to the consensus among most economists that the country is on track for a “soft landing” of moderating growth and cooling inflation.

A few months ago, I wrote about the Indian ‘truck’ and the Chinese ‘Ferrari,’ and argued that the media in and outside India wastes too much time focusing on India-China rivalry. Indeed, many in the Indian establishment, including Indian Prime Minister Manmohan Singh, have openly rubbished the idea that India and China are inevitably going to be rivals. But while senior Indian policymakers have noted that the world is big enough for both countries, the question remains whether China’s leadership sees things the same way. The recent spat between the two countries over India’s exploring energy reserves with Vietnam in the South China Sea certainly raises some doubts. China is seeking to challenge General Electric and other Western firms in the wind turbine market, a move backed by more than $15 billion in government support. Already the country with the highest wind power installed capacity, Chinese windmill makers such as Sinovel Wind Group and Xinjiang Goldwind Science & Technology are planning to set up plants overseas, including in the United States, Bloomberg notes today. ‘China has become the single largest driver for global wind power development. In 2010, every second wind turbine that was added anywhere in the world was installed in China,’ according to Steve Sawyer, secretary general of the Global Wind Energy Council. During Prime Minister Vladimir Putin’s visit to China on 11-12 October, a memorandum was signed on cooperation in the field of economic modernisation, as was an agreement to establish a Russian-Chinese investment fund with capital of US$3-4 billion, whose activities will primarily (up to 70%) focus on investments in Russia and the CIS.
The long-term challenge for Russia in its relations with China is the unfavourable structure of trade between the two countries while the principles of their energy cooperation are a central immediate problem. The countries have been unable to conclude several years of negotiations on constructing a pipeline and a long-term contract on gas supplies to China because of a dispute over gas prices. As for petroleum, since January 2011 the Chinese company (CNPC) has been paying a smaller amount than provided for in the 20-year contract. The issue under dispute is the cost of transporting crude through Russian territory via the ESPO pipeline, which according to the Chinese has been overestimated. According to the Russians, consensus was reached during the visit on how to resolve the dispute. The Russian electricity producer Inter RAO has been attempting to conclude an agreement with the Chinese about electricity exports since 2008, but prices are also still a contentious issue.

Chinese trade growth slows significantly Growth in Chinese trade slowed significantly last month as the world’s second-largest economy began to feel the effects of the economic turmoil hitting its most important trading partners in Europe and the US.
Overall Chinese exports increased 17.1 per cent in September from a year earlier, down from a 24.5 per cent increase in August and well below most forecasts, according to data released by Chinese customs on Thursday.
Imports also decelerated, rising 20.9 per cent from a year earlier, compared with August’s 30.2 per cent rise.

HONG KONG — China and Vietnam announced an agreement Wednesday on a series of steps to reduce tensions in the South China Sea, where rival claims to islands and undersea minerals have been a source of frequent friction.
The two sides agreed to hold discussions twice a year to resolve their differences, and to set up a hot line between the two countries to address any disagreements more promptly.

US Secretary of State Hillary Clinton spelled out Washington’s policy toward Asia in an essay in Foreign Policy released earlier today. Although the elaboration of this policy seems belated with the Obama administration approaching the end of its third year in office, Clinton spared no pains in describing and clarifying the various components of the United States’ Asia policy. A couple of months back, writing in Foreign Policy, my colleague Prof. Lyle Goldstein likened the South China Sea today to the 2008 Russo-Georgian war. In a nutshell, he maintains that the United States unwisely staked its prestige on a weak, remote, strategically third-rate ally adjoining a far stronger nation that coveted its territory and its political subservience. The Bush administration had ‘showered’ Tbilisi with ‘high-level attention and military advisors,’ only to utter barely a ‘whimper’ when Moscow ordered armoured forces to crush the Georgian military and occupy much of the country. The United States’ credibility took a beating when it couldn’t reverse the outcome. Siding with a vastly outclassed Georgia was a clear loser as far as foreign policy ventures go.
